| Civil Associates, Inc. (CAI)
provides professional consultation services in the areas of project
management, planning, environmental, civil engineering, and design. The
following are a sample of recently completed or on-going projects that
provided solutions
to our clients’ needs: |

Environmental
Engineering and Planning Services – TxDOT Dallas District:
Civil
Associates, Inc. (CAI) is providing quality assurance and quality
control reviews, general management and coordination, and preparation
assistance for all aspects of Texas Department of Transportation Dallas
District environmental services. This includes documentation required
to achieve project National Environmental Policy Act (NEPA) clearance
for various environmental documents. The documents consist of
environmental impact statements, environmental assessments, categorical
exclusions, re-evaluations, and continuous activity memoranda. Projects
involve site reconnaissance, database reviews, agency coordination,
public involvement, meetings with affected property owners, air and
noise analyses, socio-economic research, wildlife habitat assessments,
wetlands determinations/delineations, permitting, hazardous material
assessments (Phase 1), cultural resources coordination, and Section
4(f) evaluations. CAI has managed, reviewed, and/or processed over one
hundred individual environmental projects ranging from intersection
improvements to fully expanded highway systems. CAI is also assisting
the District in coordination and participation in public meetings and
hearings. |

Dallas
North Tollway Short-Term Modifications:
As
sub-consultant, Civil Associates, Inc. is providing engineering
services for the Dallas North Tollway (DNT) Expansion Feasibility Study
for short term modifications 4 and 5. CAI is responsible for the
PS&E of the traffic control plans and the pavement markings and
signing to add an auxiliary lane on the southbound mainlanes of the DNT
from the Keller Springs exit ramp to the Spring Valley exit
ramp. |

Noise
Analysis and Mitigation Services – City of Dallas, Texas:
Civil
Associates, Inc. provided professional services for the analysis of
various noise mitigation alternatives for IH 30 in the City of Dallas.
Using TNM ®, CAI developed baseline and future design noise
models,
modeled various abatement alternatives, calculated cost-benefits, and
researched and developed recommendations for city staff and council.
CAI participated in community meetings to present results and answer
questions.

Kelly
Parkway Corridor Study and Environmental Impact Statement –
San Antonio, Texas:
As
sub-consultant, Civil Associates, Inc. provided air and noise analyses
expertise for this new location parkway from US 90 to SH 16. CAI
identified noise receivers that could potentially benefit from noise
abatement measures; field-measured existing levels within the study
area and near existing railroads and airport; and determined future
design-year noise levels utilizing TNM ® for project
alternatives.
In areas where impacts occurred, CAI analyzed noise abatement measures
and modeled noise walls to determine the feasibility and reasonableness
of mitigation. Four noise walls near residential areas were found to
mitigate future noise effectively. Estimated time of completion and
design-year air quality models were also developed for all project
alternatives, including the no-build. Carbon monoxide (CO) emission
rates were calculated using MOBILE, and CO concentrations were
determined using CALINE. Documentation of noise and air quality results
were made in technical memoranda and in the DEIS.

FM
981 at Desert Creek – Collin County, Texas:
This
project in far northeast Collin County involved replacing the bridge
and approaches for this 2-lane roadway and required additional ROW.
Civil Associates, Inc. assisted the Texas Department of Transportation
in the preparation of the categorical exclusion environmental document.
Substantial issues that were faced when preparing the document
included: tree mitigation issues associated with the removal of
approximately one acre of riparian habitat and fenceline vegetation;
mature, and unusual vegetation impacts; and an archeological impact
evaluation. In addition, MAPOs (Meetings with Affected Property Owners)
were held with four surrounding property owners. |

Toll
Feasibility Studies — Texas Turnpike Authority (TTA)
Division:
As
sub-consultant, Civil Associates, Inc. prepared cost estimates to
determine the feasibility of various roads as toll facilities. Project
involved the preparation of diagrams and location maps for traffic and
revenue studies and the compilation of the study results for
presentation to TTA. |

LBJ
Procurement Engineering—TxDOT, Dallas, Texas:
As
a sub-consultant, Civil Associates, Inc. is assisting the team in the
preliminary engineering and preparing functional schematics for the
design of freeway main lanes, direct connectors, ramps and cross
streets, retaining walls, and tunnel roadway sections of this project.
Responsibilities include the development and refinement of: Design
Criteria Matrix, Typical Sections, Technical Memoranda that support the
design decision & alternatives considered, Conceptual
Constructability Review, and Conceptual Traffic Control Plan for the
interim project. |
